Through the investigation and research methods,through the analysis of the development process of domestic community management and the experience of community construction in Shanghai, Jianghan and Qingdao Get inspired. This paper systematically analyzes the development course,organizational structure, practical experience and existing problems of Gulou district community management mode. Through the experience of urban community management model at home and abroad, the article puts forward the countermeasures to optimize the management mode of Gulou community from the four aspects of promoting the reform of community management system,enhancing community democracy and mass participation,accelerating the development of community social organization and perfecting various security mechanisms And recommendations. In particular, we should pay attention to the advantages and functions of the three main types of government, market and society, and fully mobilize the participation of residents and participate in community governance.
