Optimization Of Rural Old-Age Service Supply Mode From The Perspective Of Urbanization

China is gradually entering the aging society.The trend of aging population in rural areas becomes more and more serious when comparing with that in urban ones.In the supply methods of providing for the aged in rural areas,the traditional method of “raise children for retirement safeguard” has been largely affected by the issue of “polarization hollowing-out” which appears during the the process of urbanization.While there aren't complete public services in the countryside,the aged in rural areas have to face more supporting issues than the aged in urban ones.China's rural elderly population accounts for a large proportion of the total population.Failure to solve their pension problem will seriously hamper the overall economic and social well-being in the process of urbanization.Therefore,the issue of rural pension needs to be solved urgently,and relevant research is imminent.In terms of the current research on the provision of pension services in rural areas,it is mostly discussed at the macro level or from the perspective of the provision of new pension services,but the research on optimization is rare.In the process of research,this paper applies welfare pluralism theory,new public service theory,collaborative governance theory,the paper focuses on the researches in Dongchen township,Xiangshan County,adopts the methods of questionnaires and interviews,studies and analyzes the current status of supply methods of providing for the aged in rural areas from the perspective of urbanization,in order to reveal the problem factors in “quality” and “quantity”.for example,the traditional pension services continue to weaken the supply,pension costs increase,it is difficult to meet the needs of older diversification.Therefore,starting from the main body of service,the content of service,the methods of service and etc,the paper analyzes the current issues in supply methods of providing for the aged in rural areas from the perspective of urbanization.That is,lack of cooperation among multiple subjects,single project and low quality,and unbalanced operational resources.On this basis,The reasons for the existence of the rural pension service provision are analyzed from the perspective of urbanization mainly due to the following four reasons: the functions of the main bodies are not in place,over-oriented to interests,lack of financial input,and the standards of service teams are not clear.At last,the paper indicates the orientation of supply methods of providing for the aged in rural areas during the process of urbanization.That is to stick to the governmental leadership,to focus on families and communities,and to treat the market and social organizations as supplement.In addition,the paper concludes the specific optimization suggestions through analyzing three aspects that “who should provide services”,“what to serve”,and “how to serve”.Therefore,to enrich our country's theory of pension in rural areas and provide some empirical reference for the gradual development of rural pension services,we also give theoretical support to the government to formulate the final supply of ideal pension services,and at the same time have strong operability And have some practical value.
