| Since 1990 s, with the transition of the economic system, non-government organizations are consistently flourishing nationwide. They positively brisk up in all fields of society. Their rapid development promptly makes up government failure and market failure, and it increases the efficiency of the reformation of society to ensure that the social system would transform smoothly. Meanwhile, with people's increasing demand in politics, economy and society, government cannot pledge to provide enough required public goods. However, the participation of the non-government organizations precisely undertakes the supply of some public goods. Therefore, it can be seen that non-government has become a significant strength in present social development.At the same time, the relationship between government and non-government organizations has aroused general attention in academic circles. nevertheless, the development of the non-government organizations in China is immature, and their autonomy is limited by the government during the interaction between government and them, such as relying on government and lacking of the conscience of independence, which consequently results in inefficient realization of non-government organizations' ' advantages and functions, and it also reduces government's work efficiency, so it cannot adapt to the demand of society.The key elements of social capital are constituted by trust, norms and networks. The trust is an important prerequisite for social capital, its research has also been widespread concern academia. From state trust, the Chinese society is a special high degree of trust, confidence generally low state. Therefore, It scholars inevitably is defined as a low-trust society. During marketing economy transition period, China was facing a crisis of confidence. The traditional special relationship of trust continues to collapse, and the establishment of universal trust is difficult. Non-government organizations want to get a crisis of confidence in the autonomy of growth and win more opportunities for cooperation, they still need to pay the extra effort. Therefore, this article comes from the trust and framework of cooperation of view to select all the Organization of ZY in Sichuan province society as a case and try to explore in the trust-an important relationship with the cooperation of non-government organizations autonomy construction and analyzes all the Organization of ZY in Sichuan province social autonomy development necessary conditions and barriers.
