Since the reform and opening up, with the rapid economic development in our country, accelerating the urbanization of city, the old city reconstruction becomes an important way to change the appearance of the city, optimize the city living environment, realize urbanization and modernization. Therefore, city housing unit demolition is the inevitable outcome of urbanization in our country. But with the country's large-scale implementation of the demolition, continuously contradictions and disputes emerged. The demolition has become a hot issue of social concern. In January 21, 2011, the State Council promulgated the “the housing expropriation and Compensation Ordinance of the state-owned land ”, “expropriation” officially replaced the “demolition”, highlighting the protection of citizens' rights and interests. The new expropriation policy in order to effectively regulate the local government is reasonable, lawful implementation of housing expropriation behavior, resolve contradictions and conflicts of interest because of the Levy of initiation.However, affected by the execution mechanism, system design, policy environment, will restrict the realization of the legislative intent in different degrees. So urgently need to make a system research on housing expropriation policy execution. In the new model of the housing expropriation, local government is the expropriation of rules makers, the interests of all parties and coordinator, the implementer of the expropriation behavior. Local government and housing expropriation departments and other executive agencies always is the key factor leading housing expropriation behavior. This article through analyzing since the last century since 1990, process and characteristics of the evolution from demolition to expropriation policy implementation process model, the use of stakeholder theory and the policy implementation model of T.B.Smith, focused on the analysis of the city housing expropriation in the process of local government and its implementation mechanism for influencing factors of expropriation policy.As a case study, the paper focuses on the implementation of the housing levy in Shanghai Zhabei District. Lists the levy and imposed different interest demands, detailed analyses the effect factors of government on ideal policy, target group, and the policy environment during the process of implementation of expropriation policy and the realistic predicament the government faced with. On the basis of T.B.Smith model guidance and case analysis, the author suggests on standardize the expropriation behavior of executive organ and safeguard the legitimate rights and interests of the imposed individual.Hope through this research, can provide the beneficial reference for the specification and improvement of the city housing expropriation system, in the protection of public interests and the interests of citizens at the same time, to promote the city economic development, maintain social harmony and stability of the objective.
