Research On Deliberative Governance And Its Realization Path In Perspective Of Social Equity

Since the ancient times, equity as a sign of human civilizat ion and progress, is the primary value concept in the construction of the social system, is also a realistic goal of human unremitting pursuit. Along with the rapid development of economy and the dramatic transformation of the society, the social class differentiat ion and the trend of pluralistic social subject increasingly diversified the culture and value differences between the social members, the accumulation of various social contradictions arouse citizens' emotion of social injustice and discontent, becoming the main reason for triggering mass incidents and the violence. At present, Chinese government while reforming the social governance model advancing with the times, improve their ability and level of management. But there are still a lot of inequalities. The settlement of social injustice problem depends on the innovat ion of governance. With the development of the society, the needs of the citizen's polit ic al participat ion, and the formation of the pattern of diversity in social governance requires the government taking effective and deliberative ways to realize equal status of the social members and the balance of interests.Facing the complicated and changeable social injustice, the traditional government management model is relat ively rigid. Deliberative governance depending on the prosperity of the theory on socialist deliberat ive democrac y arises at the historic moment. Deliberat ive governance insists taking the practice of dialogue, communication, negotiation m echanism to achieve the equal communication between the government, social organizations and citizens; with the flexible mechanism of rational communication perfect the governance form of the specification and restricting administrative power; through giving play to citizens' public spirit of tolerance, compromise to coordinate and resolve conflicts of interest between citizens. Therefore, Consultation management ensured the legit imacy of the administrative power, in order to open up a new path to coordinate the relat ionship between social benefit, especially protect the interests of the disadvantaged group. It is clear that consultation management conforms for the need of social justice and social stability in the contemporary Chinese polit ical democratizat ion transition per iod, has become an important orientation of government governance mode change. And democracy construction with Chinese characteristics, the shape of socialist core values and practice experience of deliberat ive democracy at the grass-roots level management development laid a solid foundation for deliberat ive governance. The construction of deliberat ive governance takes social equity as the core concept of guidance, with equal social members' participation, extensive consultation platform, fair deliberative procedure, open decision-making agenda and fair institut ional guarantee for the realizat ion of the specific target, gives full play to the citizens' ability and quality of the rational dialogue, value diversity and tolerance, pursues and carries forward the democratic ideals of public governance, in essence responded to the requirements for social equity of public governance.
