Study On Contemporary Chinese Mechanismof Public Goods Supply Under The View Of Deliberative Democracy

As a new form of governance, the value foundation of deliberative democracy includes rationality, equality and freedom. However, in here, the rationality concludes individual rationality, publicness and rationality; equality does not only refer to the same access, way to get information, but also covers the equality of information analytical ability, knowledge structure and influence; liberty is mainly focus on the freedom of thought, and speech etc. Besides, imperfect supply mechanism is the reason that why many problems exist in the process of China's public products supply, and the value basis of deliberative democracy could help to build optimization mechanism of public goods supply. In order to construct the contemporary Chinese optimization mechanism of public goods supply, it is necessary to apply the deliberative democracy theory into the process of it, by collecting both domestic and foreign researches of deliberative democracy and public product supply, combining with China's national conditions. Under the sight of deliberative democracy, this optimization mechanism concludes unimpeded expression system, sound consultation system, complete decision-making system and efficient enforcement system, etc. What's more, it is necessary for the research to accord with China's reality to better promote the supply efficiency.
