Research On Microblog Politics In Perspective Of Deliberative Democracy

Microblog has changed the traditional way of political participation radically by its powerful broadcasting force of public opinion and influence. It provides a new way for the public opinion expression and online governance. It establishes a new platform for distributing information, guiding the public opinion, and the interaction between government and the public. It founds a new way for the development and perfection of the deliberative democracy. In essence, Microblog is a product of times, and a practical combination of public participation needs and technological means. Governments at all levels and officials open microblog to collect the opinion of public and acquaint the conditions of people. The government responds to it actively, and interacts with the public positively. On the one hand, it is advantageous to respond to the public problems, to resolve the social contradiction, and to realize the public rights of knowing, participating, expressing and supervising; On the other hand, it urged the government to administrate scientifically, democratically and legally. However, the complexity of microblog politics and scattered information shared brings challenge to the well development of deliberative democracy.Microblog, as a social means, has its inherent disadvantages. It is still in the initial developing stage in our country, not a mature operation pattern yet. Inevitably, there are some problems and deficiencies in the preliminary process, for example, the public opinion being represented, the emotional expression of netizens, the formalism of microblog politics and so on. these problems are ascribed to the quality of citizens, the lack of government responsibility etc. In order to solve the existing problems of microblog politics during the process and promote the healthy development of microblog politics, we should begin with the subject of microblog politics, for example strengthening the consciousness of government responsibility and developing tolerant attitude, cultivating the public spirit and civic consciousness, accelerating the institutionalization of microblog politics, establishing the mechanism for the daily management, interaction, the coordination of online and offline, the supervision and evaluation. At the same time, we should improve the construction of regulations and the microblog technology platform.
