As integration of science and technology is speeding up, the relationship of them is also increasing close. From military technology history and success in powerful countries, it is noted that basic research is not only the source of military technological innovation, also goes throughout technological progress. Office of Naval Research, one of the earliest armed forces funding basic research, has increased fundamental knowledge, raised excellent researchers and developed powerful weapons since it was set up in 1946, maturing an effective mechanism of basic research and military technological innovation. The thesis takes Office of Naval Research as an example, in terms of basic science, scientific research personnel and scientific instruments, to expound that basic research programs with cognition-oriented and application-oriented is the basis of mechanism between them. However, the discrepancy in dual orientation of basic research leads to: a contradiction between academic communication and military technological secrecy; a contradiction between long-term basic research and near-term military technological innovation; a contradiction between finite funding and extensive research area. In order to overcome disadvantages of the mechanism, ONR regards inter-industry equilibrium as the key principle to build an effective path to promote the interaction of basic research and military technological innovation. In view of success and failure of ONR, China should support a categorization of basic research programs suited with national defense strategy, a trinity of basic science, human sources and scientific instruments, and continue to follow a path of development with numerous parties and Military-Civilian Integration.
