The Military Representatives Station System(MRSS) is to station representatives or establish institutions in national defense enterprises by PLA to supervise the progress of arms purchase contract. In the 1990 s, as the Headquarters of the General Staff established the General Office for Military Representatives Stationing in Enterprises to unify the management of general affairs, the MRSS has begun to make progress in unified management. Currently, both the U.S. and Russia have established a MRSS of unified management and stationing by specialty. On the contrary, MRSS in PLA still holds to decentralized management in different military branches.To find out the attitudes and expectations from the stationed military representatives towards the pilot reform, this research applies sampling surveys on job satisfaction and reform expectation based on the literature review and semi-structured interviews. As a result, surveys suggest that there are four problems existing in the MRSS as follows:(1)The irrational administration system leads to the lack of efficient supervising.(2)The present military representatives' personnel aren't suitable to the demand for development of weapons and equipment due to the defects in profession, specialization, composition and structure.(3)The lack of performance appraisal, incentive and supervisory mechanism leads to the deficiency in initiative of the military representatives.(4)The imperfection of supporting logistics leads to unjust performance.At the meanwhile, the attitudes towards reform contain both expectation and concerns should be noted in the surveys.Therefore, directing at problems found in surveys, this research tries to make viable suggestions. Firstly, in consideration of the difficulty in completing the reform of unified management, the station allocation administration should be simplified to unified management with specialization and centralization gradually. Secondly, unified stationing by specialty should be established gradually. The last but not the least, the setting up and perfection of logistic system, vocational training, laws and regulations should be boosted.
