The State Regulation And Town Village Game In Villagers Committee Election

Since 1980 s, the villager autonomy system has been developed continuously in the vast rural areas of China. Villagerautonomy, seen as the most extensive and influential political activity in rural China,mainly consists of democratic election,democratic decision-making,democratic management and democratic supervision,among which democratic election is the starting point and basic foundation.In China,the village committee election system has been developed and improved during the long-term practice.However,there are still many problems that can not be ignored.The first part of this paper describes the research background,significance,content,ideas,methodology and the definition of related concepts.The second part introduces the general information of S Village in Meizhou City,the reasons for selecting S Village as the case in this paper and the situation of its village committee election in 2011. The third part expounds the gradually evolving role of "state" and "society" in village committee election from the following four dimensions,the state-societydetachment and the emergence of the village committee election system,regulations and measures put forward to guide the village committee election,administrative power that gives guidance to village committee election,village committee election observers that facilitate the improvement of the village committee election system.The fourth part elaborates the village committee election process of S Village in Meizhou City,and thereby further explains the Town Village Gameexisting in the village committee elections in the following four aspects,the guidance from the town-level and the resistance of the guidance from the village-level,bribery election at the village-level and supervision at the town-level,the influence of clan force on the village committee election and the town government's positive application of clan force. The fifth part puts forward measures addressing the Town Village Game existing in the election process in order to improve village committee election,which mainly include clarifying the relationship between town and village,improving the legal provisions relating to bribery in election,and reducing the negative influence of clan force.
