On Advanced Construction Research In Grassroots Party Organizations In Public Security Organs Since The 18th CPC National Congress

Advanced nature is the CPC’s essential feature, foundation and source of power. The CPC’s advanced nature is critical for maintaining the Party’s development and wining people’s support. Public security organs, whose achievements and influence of the advanced nature building in its grassroots Party organizations appears particularly important, are responsible for the important historical mission of maintaining national long-term stability and its people’s peaceful life.This thesis has referred to some other domestic researchers’ relevant findings when discussing the essence and content of Party’s advanced nature and its construction problem. On the basis of questionnaire survey, the research is carried out with the method of “dissecting a sparrow”—to analyze a typical case, which is an exemplar for grassroots construction chosen from public security organs in some central city, Guangdong. It also illustrates corresponding achievements registered since the 18 th CPC National Congress. Party organization system is under continuous improvement, while sound and effective mechanisms have been in place and police culture with times characteristics is taking shape. The strategy of comprehensively strengthening Party self-discipline has greatly driven grassroots Party organization building; meanwhile, more capable police at grassroots-level are ready to devote themselves to this cause. Moreover, Internet has opened multiple accesses to meet this end. Having taken these achievements into consideration, the author puts forward some suggestions to develop advanced grassroots Party organizations. On the basis of this, further analyze existing problems and their probably causes, and draw up advices for advanced nature construction from four dimensions, which are organization, institution, culture and style. Firstly, it’s necessary to strengthen Party building at grassroots organizations through the Party’s absolute leadership and leading role in the spirit of Party commanding the gun. Secondly, institutions and mechanisms shall be improved to further legalize and facilitate Party building. Thirdly, ideological and conceptual development shall be enhanced so that the police would strictly uphold their solemn spirit to safeguard the people. Lastly, it’s imperative to strengthen work style building to elevate the credibility of public security organs.
