The Study Of Public Security Organ Organizational Reform Under The Perspective Of The Super-ministry System

The super-ministry system is an important content of deepening the reform of government administration system.As a government functional department which maintains national security and social stability,public security organ has a typical dissecting structure.During its operation and development,some issues have appeared,including the redundant organization,over-detailed division of labor,scattered functions,coordination difficulties and low efficiency.In the circumstances,the super-ministry system is put forward.This paper firstly defines the super-ministry system,organization,organizational reform and other related concepts.The new public service theory and modern organization theory are used as the theoretical foundation of the super-ministry system in public security organs.In addition,the characteristics and the law of public security organ organizational reform is proposed,based on the changes of public security organs since our founding in 1949.This paper has an in-depth analysis of the real challenges,which are faced by current public security organs in order to enhance the general efficiency,as well as the beneficial exploration of the superministry system in the domestic and overseas.On this basis the principle,goals,main content and safeguard measures are proposed.For the prefecture-level public security organs,which are at a foundational position,"The Six Departments" organizational system is proposed.For the police law enforcement organizations,the investigation department,public security department and traffic and patrol department should be set up to build the operation mode of combined forces,integrated precaution and combined service forces.For the management organizations,the command department,administrative department and finance department are proposed to build an operation mode of comprehensive command,optimization services and safeguard.Finally,in order to ensure the smooth progress of the super-ministry system,safeguard measures are required,including the improvement of appraisal mechanism,economic treatment,development of law enforcement system and optimized distribution of police.
