A Study On The Role Of China In Global Governance

With the continual acceleration of globalization process of international community since the beginning of the 21st century,the contradiction in the areas of politic and economy has been exposed frequently.It includes not only deep conflict like culture,society,nations and religion,but also the problems like transnational crime or terrorist groups produced by internet of developed information.In the environment of increasing integration of world economy and politic,relationship and degree of dependence among countries are getting closer,and many problems in international community present their features such as wide coverage and sharp penetration.In order to get the sustainable development of human's family and equal interest of every country and maintain the normal order,the theory of global governance is born at the right moment.In nineteen nineties,when the policy of reform and opening of China began,China was just on the stage of global governance and China's sense of duty was improving.Therefore,it has practical significance to research Chinese function in global governance and the change of role and look forward to future.The thesis consists of four chapters.The correlation theory of global governance will be stated in the first chapter,in which the first part is elaborating the concept and composition system of global governance and the second part is about background and theoretical origin of the rise of global governance.In the second part,social background is analyzed in the view of globalization and generation of global issue,organization mechanism of multi-agent and international rules.Theoretical origin means that Rousseau's Federalist of classical liberalism and combination of Kant's Perpetual Peace and neo-liberalism,both of them contain the idea of global governance.The third part is about development situation of global governance,which indicates the development venation from the old mechanism—the national governance(predecessor of global governance)to G8 to late-model transform of mechanism of global governance.The specific elaboration in this chapter is the base of the venation of the thesis.The second part elaborates the historical venation of China's role evolution in global governance.The introduction of role evolution from nineteen seventies to today is stated through the case of governance to global economy and climate change of China and it is the essential base to the third chapter whose theory is role definition.The third chapter's framework is the theory of role analysis.Regarding China as a variate,this chapter talks about how Chinese role definition in the global governance system.The theory of role analysis is composed of three aspects:number one,self-recognition of subjective role;number two,anticipation of system to subjective role;number three,jointing self-recognition and anticipation of others,the right one goes to position while the wrong one goes to contradiction.The first part is about Chinese government's role recognition which includes acknowledgment of Chinese comprehensive strength,consideration of asking of Chinese interest and integration of ideology to strength or interest.The second part is about what kind of role global governance anticipates to China,that is to say,participator and constructor.This part is analyzed in the terms of experiences of rejoining the GATT and taking part in United States peacekeeping mechanism.In the third part is about Chinese government how joint self-recognition and anticipation of others and form own position.The reasonable joint goes to successful role definition while the unreasonable one goes to contradiction.The example is the Chinese role in the UN Millennium Development Goals.Through combination of theory and practice,people can know clearer about the venation of China taking part in global governance.It can indicate not only the strategy choice for China but also the direction to show Chinese power in transformation of global governance.The four chapter's focus is on Chinese strategic choice in global governance.The correct choice is benefit to China to perform duties and promoting interest of global governance to China and other developing countries.There are two targets:near-term target and long-term target.The near-term has been stated in above three chapters,and the long-term consists of letting Chinese idea influence the general direction of global governance on the level of thoughts,applying Chinese method to solve global problems.The method includes enhancing construction and innovation of global governance in Chinese style,setting topic for discussion,promoting reaction of national and global governance,and driving transformation through regional governance.
