Study On Construction Of The Party Organization At The Root Level In Tongshan District Of Northern Jiangsu

There is a rising trend in world multipolarization and economy globalization currently. While global political situation is changing all the time and cultural competition is upgrading, the whole world is in turbulence. Our country is facing a series of tough challenges in this rapid changing world. The key to the relentless triumphs of our Party and the Party's great cause is Party building. Nowadays,on one hand there are a lot of problems in Servicing and benefiting the masses,on the other hand there are also a lot of problems in leading the masses of the Party organization at the root level. In order to carry out good central spirit and implement good central policy, the Party organizations at all levels should grasp "strengthening the function of the political", at the same time grasp "implementation of service ",doing two jobs at once and attaching equal importance to each is the way to the development of the Party organization at the root level in the new period. So the Party organization building should have new thinking in the new period.In this paper, I toke TongShang as a case and hoped that this paper will provide advice andreference to TongShangand other areas.In this paper, I referred to the quotation from Tongshan district party committee organization department and part of the villages and towns(streets) of the party committee, carried on the on-the-spot investigation, and carried out questionnaire and on-the-spot interviews of the situation of the Party organization building at the root level. I grasped and interpreted the Party organization building at the root level from an overall perspective,put forward my own opinions and suggestions to the Party organization building at the root level in order to provide new ideas for the study. Through the analysis of the results of the questionnaire and interviews, I combed the basic situation and characteristics of the Party organization building at the root level in Tongshan District as well as the problems existing in the construction. From the perspective of Public Administration, "marginalized" of the Party organization building at the root level, the deficiency of Public service consciousness and ability, the diversified spiritual beliefs, the changes of economic structure and social class, etc. are the causes of the above problems.Through theoretical research and field investigation, in this paper we put forward the development orientation according to the situation and existing problems of the party construction in Tongshan District, combined with the requirements of the current era of the party organization at the root level, put forward the development goals of the construction of a service-oriented, learning, innovative party organization at the root level. And according to the development orientation and target, with the perspective of public administration, put forward the Suggestions for improvement from aspects of management system, system construction, job functions, management of party member, the party members' education. I hoped this paper will provide advice and reference for TongShang and even the entire country.
