Research On The Responsibility Orientation Of The Party Organization In Social Organizations In The New Era

Social organization is an emerging organization,and its Party building work is still a new field in the exploration stage,and the logical premise of the Party building in social organizations is to carry out the normative boundary of the responsibility orientation of the Primary-level Party organizations in social organizations.The Party Constitution has added the provisions of the basic duties of the primary-level Party organizations in social organizations: to communicate to the public and carry out the Party’s lines,principles,and policies,exercise leadership over trade unions,Communist Youth League organizations,and other people’s group organizations,guide and manage their Party members,lead and serve the people,and advance the cause of the Party.According to the requirements of Party laws and regulations and normative documents,such as the current Party Constitution,the responsibilities of the primary-level Party organizations in social organizations can be summed up as the responsibility of political guidance,the responsibility of lead and integrate,the responsibility of guide and manage,the responsibility of navigate and serve,and the responsibility of promote the cause development.Each of these five responsibilities is interlinked and has its own focus: the responsibility of political guidance is the guiding instrument to guide the direction,the responsibility of lead and integrate is to build and share the cohesive ring,the responsibility of guide and manage is to maintain the advanced power source,the responsibility of navigate and serve is the condensation of the iron-absorbing stone,and the responsibility of promote the cause development is the booster of quality and efficiency.These five responsibilities also embody the unity of universality and particularity,the unity of functionality and effectiveness,and the unity of certainty and dynamics.The organizational environment,the setting of responsibilities,the organization capability of primary-level Party organizations,the attitude and response of social organizations are all factors that affect the realization of responsibilities.In order to realize the responsibilities and play the role,the primary-level Party organizations in social organizations should stand in the "overall Party leadership" to do a good job oftop-level design,the second is to be close to social organizations to refine the implementation mechanism of the responsibilities of the primary-level Party organizations,and third,to achieve harmonious interaction between the primary-level Party organizations and social organizations.
