Then, the paper describes the situation of grain supply and demand balance in Zhangjiagang City, and pointed out that to achieve this state of equilibrium of supply and demand, the Zhangjiagang municipal government departments to take the development of regional grain production and trade market system construction management measures. Through the analysis of this paper are the responsibility of the government in the performance management foundation responsibility is not in place, the government's policy of market liberalization, the government emergency food system is not perfect, persistent effect incentive policies and food quality supervision is not in place and other issues, and pointed out that the main cause of these problems is the lack of government departments, subjective understanding is not clear and the policy of anomie. Finally, analyze the existing problems and reasons of government management based on the proposed strengthening government management responsibility suggestions for regional grain supply and demand balance, should from the strengthening mechanism of local government management responsibility assessment, improve food production support policies, in efforts to work grain circulation market etc..
