Nowadays, the development of the new media is magnificent and unstoppable. The forms of new media diversify so diversified that the new media has become an indispensable part of people's life. Meanwhile, it is the continuous influence of the new media that makes everyone become a beneficiary but no longer a passive recipient in the traditional one. In recent years, with the development of the new media and the growing emergency, the network public opinions on emergencies are increasingly diverse. However, it can be expected that, without government regulation, the public opinions will move towards disorder and chaos gradually. In order to better manage emergencies, the government begins to pay more attention to the public opinions. Therefore, it becomes the primary goal of the government that to create a good environment for public opinions. With the above background, this paper decides to take the new media as a research perspective and the incident of “the Oriental Stars” as a case to analyze the government guidance on public opinions.Firstly, the author makes a thorough review of research achievements at home and abroad, puts forwardresearch ideas and the framework, and combs related concepts.Secondly, According to the basic theories of the new media, the emergency and the public opinions, this part analyzes the status of government guidance of public opinions on emergencies. It seems that the government begins to pay more attention to guide the public opinions and adopt measures to perfect the guidance so that the public opinions can fully utilize its positive energy.Thirdly,This article proceeds with the research on Orient Star and combines the era to fully analyzed how the government guide public opinions. Compared with the previous behaviors of sudden public incidents, the performance of government in this incident is quite excellent. It is rare that what the government do not only satisfy the audience's right to know, but also pay more attention to the power of the new media. The present study investigates the respondents' attitudes and responses by means of the questionnaire. The survey also shows that network is the most common way to obtain news. Therefore, guiding the network public opinions is the government's main job. During the investigation, the casualties is the respondents' top concern, so do the news that recording truths. It indicates that what the public want to know is the truth, so the government should resolve the key concerns to underline the seriousness and establish the public trust in government.Fourthly, the traditional media is no longer the mainstream way to guide public opinions. Instead, the new media has the immense advantage that it can spread information more timely?extensive and diverse. Consequently, some countermeasures are suggested to lead the public to use the new media to spread information and exchange views. What is important is that the government can engage with the public by giving full play to the new media and shape the opinions.The fifth part draws a conclusion in which the prosperity of developing the mentioned regional logistical center is forecast and so does the direction of the proper study. And apparently, there is still room for the government to improve the network public opinions.
