Study On The Guidance Of County Government Under The New Media Environment Of The Network Public Opinion

New media is a new technical support system under the form of media, compared to newspapers, radio, television,outdoor four traditional media, new media is called "the fifth media". In the news media, Internet new media, mobile phone is more and more big play, the scope and the effect is far more than traditional media. For the government,in the new media environment of the network in the transmission of information and public opinion guidance will bedifferent, especially for the majority of county level government and this is a new problem.The popularization and development of new media technology, to spread ideas, opinions and information quickly and widely, however, a large number of news and difficult to distinguish between true and false statements makes it impossible to distinguish the false or true, this environment tends to breed false, malicious speculation, the negative news of government departments, and even extreme ideological stability and safety the loss of national unity, the occurrence of these ideas, messages and comments, not only to government departments to bring bad influence the ruling law enforcement, but also to the social stability, national security threat. So how in the new media environment to guide public opinion effectively has become China's local government need to face the problem, however, many local governments lack of understanding of the new media, network management concepts backward, or lack of disposal to respond to network events in the way is simple and crude, does not address the issue, did not dare to take responsibility, often because of improper handling further developments, the government departments at the cusp of public opinion, has become the focus of the accused.This paper mainly to the government at the county level as the research subject, to the grassroots government at the county level of the network of public opinion under the new media guide, how to enhance and improve the ability to guide public opinion to carry on the discussion, through strengthening leadership awareness, a sound legal system, strengthen supervision and management, reasonable to set the agenda and perfect technical support and other aspects of research, develop a suitable way to the county government measures.
