College-graduate village official is a special product under the special background of the combination of college students' employment development and rural economic and social development.Since the implementation under the central promotion in 2008,a total of about 410,000 college students village officials have been employed all over the country by the end of 2014,of which there are 210,000 still active in the rural grassroots.They make the rural with growth in aging and the growing number of rural children left behind see the prospect of future.The active construction of rural grassroots organizations and the leaping development of the countryside can not be separated from them,who are also getting more and more attention from all sectors of society.Opinions on the implementation of this policy are different from all walks of life.Some people praise them and think that only they can change and lead the new model of the rural economic development,in order to build a new socialist countryside with"production development,well-off life,rural wind civilization,the village clean and tidy,management democracy".Some people criticize them and think that they can not afford the mission of rural reform and development.But overall praise is more than criticism.Because the active role they are in the rural social economic development,they win more and more recognition of rural grassroots masses.College-graduate village officials need not only to enhance their self-quality but also various support from external environment,so that they can achieve their full potential and grow up quickly and healthily in the rural areas.For example,the cooperation and support of the village level organizations,the understanding and trust of masses,the financial resources of governments at all levels,the sustainability and stability of the development policy of college student village official and the support from other social circles.But I think to make the college-graduate village officials really fast grow up,we must pay attention to their training and utilizing,through the cultivation of education and the use of inspection,to really find those who are willing to contribute to the development of rural grassroots.Because not everyone is willing and able to do the work of college graduate village official.This paper is divided into five parts to discuss.The first part discusses the background and significance of the research on the policy of college graduate village official in China.It also discusses the foreign literature research on human capital and the domestic research on the four aspects of the policy and system of the development of college student village official,its internal factors,the practice of college graduate village official and the sustainable development of college graduate village official plan.Then,the research methods and innovation of this paper are analyzed.The second part discusses the concepts of college-graduate village official and college-graduate village official training and utilizing,and then draw lessons from the human capital theory of Schultz,double factor theory and other relevant theories related to the training and use of college-graduate village official.The third part analyzes the current situation of college student village officials in X county and the active practice in the cultivation of college student village officials,and then expounds the problems existing in the cultivation of college student village officials.The fourth part systematically analyzes the reasons of restricting the training and use of X county college student village official.The fifth part,combined with the experience and lessons of X county in the cultivation of college student village official,put forward the countermeasures and suggestions to improve college student village official.These suggestions include the establishment of perfect education and training mechanism and helping system,improve supervision and restraint mechanism,improve the promotion,evaluation and assessment and salary incentive system,improve the export system and so on.Along with the advancing spreading of the college-graduate village official work,the related departments and the crowd of villagers will also produce higher levels of expectation for the college-graduate village official training and utilizing.Although this paper has found some theoretical support for the growth and development of college graduate village official from the perspective of training and utilizing,the suggestions and countermeasures to improve the training and use of college graduate village official are not perfect.There should be further researched and discussed by the scholars and departments.
