The Effectiveness,the Problems And The Perfections Of China's Participation In The Legal Cooperation Of The Regional Anti-terrorism Under The Shanghai Cooperation Organization (SCO)

In the modern society,terrorism is still a threat to regional and world peace and stability,the important factors that cause serious damage to the interests of the state and people's life and property safety.Terrorist organizations expended rapidly in Central Asia,committed criminal crimes and created serious incidents deliberately,which induced severe obstacles to the peaceful and stable development on Central Asia.Therefore,the countries in Central Asia are in urgent need of legal cooperation in the combat of terrorist crime.To stick up for the peace security and stability in Central Asia and aound the world,jointly strike terrorism,splittism and extremist(“Three Evils”),to promote the establishment of a new international political order of democracy and justice to enrich the practice of contemporary diplomacy and international cooperation overwhelmingly,to raise a wide rage of positive inpact on the international community.On June 15 th,2001,a permanent inter-govermental international organization,referred to as SCO,came in to existence.Since establishment of the Shanghai cooperation organization(SCO)has been to fight terrorism,extremism and separatism as top priority.As a result,the SCO built many legal mechanism and counter-terrorism agency,formulated a series of anti-terrorism legal documents.In 16 years of the development of the SCO,anti-terrorism mechanism construction have made greater progress,has developed a number of legal documents,signed a series of conventions,agreements,statements,etc.,TO strengthen cooperation the armed forces of SCO countries and mutual trust in military field,the SCO planned to set up counterterrorism Center.The SCO set up a secretariat in Beijing,and a regional counter-terrorist organization in Tashkent.for counterterrorism operations provide a solid legal basis;Each member has set up a regional counter-terrorism agency as the SCO anti-terrorism authorities;In the SCO framework through legal documents for the legal basis and legal protection,held several military maneuver between member states.Because of the terrorist crime is becoming complex in the SCO district.Non-traditional crime such us drug smuggling,nature resources scrambling happened frequently,which added the barriers of couter-terrorism cooperation.In order to improve the SCO's ability of homologous reacting to new security thrents as soon as possible.At the same time,in view of national interest differences between member states,and anti-terrorism mechanism is not perfect and terrorism is rampant,the SCO anti-terrorism mechanism is still exist many problems in the specific operation,need to be improved.This paper tries to find China's participation in the SCO anti-terrorism law problems existing in the cooperation,and after analysis,seeking solutions path to promote the SCO in the maintenance of central Asia more effectively play a role in the stability of the region.
