Research On Anti-terrorism Cooperation Of The Shanghai Cooperation Organization

Terrorism in the post-Cold War evolved into a global problem that threatens thesecurity and stability of the international community. And active in the ShanghaiCooperation Organization, the region has become increasingly rampant terrorism;security and stability on the regional situation and the healthy development of theregional economy have caused a serious threat, directly contributed to the anti-terrorismcooperation between the Shanghai Cooperation Organization member states to jointlycombat terrorist activities. Shanghai Cooperation Organization in the fight againstterrorism has played a very important role, which was originally designed to combatterrorist forces is common. However, the current anti-terrorism task facing the ShanghaiCooperation Organization is still grim, anti-terrorism cooperation, there are also manyproblems, strengthen counter-terrorism cooperation between the Shanghai CooperationOrganization member states is still an urgent task, and study of the "ShanghaiCooperation Organization anti-terrorism cooperation," which an issue also hasimportant theoretical and practical significance. This paper is divided into four parts tostudy the "Shanghai Cooperation Organization anti-terrorism cooperation."The first part is the Shanghai Cooperation Organization to carry outcounter-terrorism cooperation in the international context. Shanghai CooperationOrganization Member States to strengthen anti-terrorism cooperation, the purpose is tocope with the serious threat of terrorism in the region. The cause of this threat ismultifaceted, both ethnic and religious conflicts, environmental degradation and otherinternal economic and social factors, including extra-territorial forces infiltrate aterrorist organization, external causes outside countries, especially the United States tointervene and so on. Shanghai Cooperation Organization terrorism in the regioncontinues to develop, gradually formed the activities of international organizations,diverse staff composition characteristics of younger and attack mode. The ShanghaiCooperation Organization as an entity in the area of counter-terrorism, counter-terrorismcooperation between Member States to strengthen not only help to combat regional terrorism, reduce the occurrence of terrorist incidents, providing a safe environment forpeace and stability in the region, but also help create a favorable external environmentfor the development of economic cooperation and cultural exchanges between MemberStates, thereby eliminating the root causes of the region within the Shanghaicooperation Organization terrorism.The second part is the Shanghai Cooperation Organization in the field ofcounter-terrorism. Shanghai Cooperation Organization in response to the serious threatof terrorism, to strengthen cooperation between Member States in the field ofcounter-terrorism. In the construction of anti-terrorism law, the first is to strengthen theinternal laws of Member States to develop and improve, the second is to establishpartnerships with outside countries or international organizations and agreements signedanti-terrorism laws, both of which constitute the anti-terrorism law system of theShanghai Cooperation Organization. Building mechanisms in the fight against terrorism,the establishment of the Heads of State and Heads of Government (Prime Ministers)meeting mechanism, set up a permanent secretariat and regional anti-terrorism agencyorganization, established a mature anti-terrorism mechanism. Comprehensivecooperation in the fight against terrorism, the Shanghai Cooperation Organizationmember states in joint anti-terror military exercise, the exchange of information onterrorism and counter-terrorism training in areas such as full cooperation, also achievedremarkable results.The third part is the Shanghai Cooperation Organization, cooperation incounter-terrorism issues. The third is to improve the construction of the legalsystem of the Shanghai Cooperation Organization, to define unified anti-terrorismstandards, strengthening anti-terrorism law enforcement, counter-terrorism operations toimprove efficiency, and lay a solid foundation for the anti-terrorism laws andmechanisms for cooperation between Member States.
