A Study On Sino-india Anti-terrorism Cooperative Mechanism Under The Framework Of Shanghai Cooperation Organization

Shanghai Cooperation Organization,short for SCO herein,is a multilateral international organization aimed at fighting against the “three forces” and it is participated and mainly created by China.The SCO has become an important force for maintaining peace and stability of the area.On the 8th-9th June,2017,the 17 th SCO Summit has been hold in the capital city Astana of The Republic of Kazakhstan,India and Pakistan is given permission of member countries by Council Meeting,which symbolizes that the case has been settled after experiencing the hardship and controversy of initial enlargement.The strategic decision of enlargement is made in the course of crucial development period,whereas Indian's special status enforeces the importance and complexity of such decision.Therefore,many multilaterial relationship,such as Sino-India,India-Pakistan,Sino-Pakistan etc.will form more complicated game relation with the regime of pluralism & multilateralism of SCO.This paper focuses on anti-terrorism cooperative mechanism of SCO as research object,it will have a positive promotional influence on further understanding the development of anti-terrorism cooperative mechanism of SCO and guiding the anti-terrorism pratice of member countries and India of SCO.This paper takes anti-terrorism cooperative mechanism of SCO as the breakthroughpoint,discussing the formation and the development of anti-terrorism mechanism,the plight of the anti-terrorism mechanism construction and how to further improve it.It s mainly divided into four parts: The first part starts from Shanghai Cooperation Organization,furthermore defines terrorism and mechanism of core concept,and then explores that anti-terrorism cooperation of SCO is of great importance to area stability from the perspective theoretical foundation of anti-terrorism cooperative mechanism;The second part summerizes and analyzes main contents of SCO anti-terrorism cooperation mechanism from the perspective of legal mechanism,organizaiton & decision-making mechanism,anti-terrorism forewarning and action mechanism from the entry point of the principles of Sino-India anti-terrorism cooperation;The third part summerises the problems in the course of Sin-India anti-terrorsim cooperation by means of analysis of inevitability and development history of Sin-India anti-terrorsim cooperation;The forth part puts forwards cooperative propersals aimed at above mentioned Current situation and the problems of Sino-India anti-terrorsim cooperation.This paper draws the following conclusion: China and India has primarily formed independent anti-terrorism cooperation mechanism under the framework of Shanghai Cooperation Organization.However,anti-terrorism cooperation mechanism under the framework of Shanghai Cooperation Organization is still not mature.There is still a long way to go to make it perfect and effective.
