| In recent years, following the outbreak of a series of major emergencies, public safety became alarmingly concerning. Methods to effectively preventing and responding to crisis, as well as reducing damages resulting from such situations, have been addressed by the government congress. As the starting point for the leading emergency management system, the importance and effect of contingency plans become clear and apparent as they play a major role in the process of responding to emergencies. Therefore, strengthening contingency plan for crisis management and enhancing the government's contingency plan management ability has become a puzzle which must be dealt with for all levels of government bodies. As municipalities remain the first responders of crisis outbreaks, the need for proper contingency plans with stringent regulations is of immediate urgency, and requires such contingency plans to be done in a solid, clear-cut fashion. However, due to flaws present within the crisis management system in many municipalities, the specificity and operability become compromised, resulting in the inability to maximize potentials of a proper contingency plan. Consequently, offsetting the flaws present in municipalities'crisis management system, as well as strengthening specifically the management of such contingency plans, become key components to enhancing management abilities of municipal government. This thesis, through various research subjects, will utilize LianJiang County in Fujian, China as an example, to explore and understand the current implemented crisis management system, to analyze the each link of the management's contingency plans, to outline and summarize the existing flaws present in its system, and to dissect the causes of such problems, and finally, to address the issues in question with specific countermeasures and possible suggestions as future reference for any relevant departments in the government body. |
