Towards Government Administration In The Transferof Textile Footwear Industry

Since the middle of the twentieth Century, the global economic integration has become more and more intense, and the regional trade and investment activities are very active. Under the background of reform and opening to the outside world, Quanzhou Municipal Party committee, municipal government to seize this historic opportunity, guide the comprehensive use of industrial planning, finance, taxation, land and other policy measures to support and actively guide the international textile and footwear industries located in Quanzhou. After reform and opening up nearly 40 years of development, Quanzhou shoes and apparel textile industry has grown as the output value of nearly 4000 billion industry cluster, currently facing transformation and upgrading of an important juncture. Therefore, in this paper, the integrated use of domestic and international industry transfer in government management theory, in-depth review and summarize the Quanzhou textile and footwear industry to undertake the transfer of government management in the specific measures and effect, and from the industrial development by showing the problem in contrast, mining and analysis the causes of "government failure", in reference to foreign industry to undertake the transfer of the government management based on the successful experience, combined with the historical stage of the actual situation of the industry development of Quanzhou, the government management in the promotion of industrial transformation and upgrading should be, or not recommended.
