Research On The Existing Problems And Countermeasure Of Guandong's Smart Maritime Construction

Smart maritime is a new maritime governance mode in the information age,it is a common description for "internet +maritime safety supervision +maritime law enforcement+maritime public service".The core of smart maritime is using big data,cloud computing,the internet of everything etc promotes the maritime governance.The aim is provide better public service for the shipping industry.Enter the information age,especially in recent years,big data,cloud computing,the internet of everything and other information and communication technology are rapidly developing,they are not only profoundly changing people's way of life,changing the relationship between government and society,and promoting public governance towards diversification,socialization and Intellectualization.In the face of the new situation,GDMSA and other maritime administrative institutions at home and abroad have been making efforts in management innovation,they combine the information technology and the traditional regulatory means,explore ways to find the new maritime governance mode and adapt to the new requirements of the information age,continued to improve the shipping industry competitiveness in the global market.Construction of smart maritime is an important measure for Chinese maritime governance system and governance capacity modernization,and achieved the high degree of consensus in the field of maritime.As the pioneer,before the maritime industry is still in wait-and-see,GDMSA has begun to explore to the smart maritime construction,and has made great achievements.This paper is mainly divided into five parts.The first part is to explain why choose the subject,the present research condition.The second part is to describe the concepts about smart maritime construction and theoretical base.The third part is about the current situation and exiting problems of Guangdong's smart maritime construction.The forth part is the description of typical developed countries how to apply the ICT in the maritime governance.The fifth part is suggestion,learned from the developed countries and on the basis of the Guangdong's current situation.
