Administrative ecology theory as the foundation, pointed out that the township government to sub district offices should have the necessary external and internal conditions. The external conditions should have the legal and clear standards; the urbanization development level is mature; farmers have the strong demand to become the citizen. In the internal organization, the streets in the office should have specific the responsibilities of relationship, clear functions and the ability of management. The township government staff should understand and love the policy that can prevent the negative psychological. Therefore, the paper comes up with necessary conditions of the township government to the sub district offices. If the external and internal conditions should achieve the mature conditions of reform, can execute the policy. If there is no mature condition, need the government to adjust and improve the internal and external environment, until the external and internal conditions achieve the necessary conditions to reform.
