Based on the operating characteristics of our government organizations pressure system, combined with stress-emotional theory, discussing the institutional pressure on civil servants counterproductive work behavior and its mechanism of action. Through questionnaires, Guiyang and Xi'an to 450 grass-root civil servants'work stress, negative affectivity and counterproductive work behavior.Through empirical analysis, this paper obtained from the following conclusions:(1) Under the pressure system, civil servants work under work stress, role stress, interpersonal stress, career development and organizational constraints pressure. (2) Work stress, role stress, interpersonal stress, career development pressure, and organizational constraints have a significant positive effect on civil servants'counterproductive work behavior-organization; the role of stress, interpersonal stress and organizational constraints have a significant positive effect on civil servants'counterproductive work behavior-individual. (3) Work stress, role stress, interpersonal stress, career development pressure, organizational constraints have a significant positive effect on civil servants'negative affectivity. (4) negative affectivity has a full mediating effects between work stress and counterproductive work behavior-organization; negative affectivity has a full mediating effect between role stress and counterproductive work behavior-organization, counterproductive work behavior-individual; negative affectivity has a partial mediating effect between interpersonal stress and counterproductive work behavior-organization, counterproductive work behavior-individual; negative affectivity has a full mediating effects between career development pressure and counterproductive work behavior-organization; negative affectivity has a partial mediating effect between organizational constraints and counterproductive work behavior-organization, they also has full mediating effects between organizational constraints and counterproductive work behavior-individual.Based on the results of empirical analysis, the way to management civil servants' counterproductive work behavior are changing the pressure system, carrying out civil servants'emotional management and implementation of employee assistance program.
