Research On The Influencing Factors Of Environmental Information Disclosure Of Local Governments In China

Environmental information disclosure is a major innovation of the environmental management system.Authentic,timely and complete government environmental information disclosure is the foundation for improving the government's environmental governance capacity and improving the ecological environment.The level of government environmental information disclosure has a direct impact on the solution of environmental pollution problems.Only the disclosure of environmental information can effectively protect the interests of the public.At the same time,the local government environmental information disclosure system to improve the transparency of the government has important significance.Based on the analysis of relevant theories,this paper discusses how to improve the disclosure of environmental information of local governments in China from the perspective of stakeholders who may affect the disclosure of government environmental information.Due to the early development of government information disclosure in foreign countries,foreign scholars have made systematic and mature studies on information disclosure,and put forward some far-reaching theories.However,China's research on government behavior started late,and the corresponding system construction is not perfect,there are a variety of problems,and due to the specific national conditions and different political systems,some foreign research is not necessarily applicable to China.At present,there are still some problems in China's government environmentalinformation disclosure,such as the government environmental information disclosure system mechanism is not sound,the public supervision mechanism is defective,etc.,which factors have an impact on China's local government environmental information disclosure? How to improve the transparency of government environmental information disclosure? The answer to these questions requires theoretical and empirical analysis.After summarizing the relevant research results at home and abroad,combined with China's special social and political system environment,this paper studies the influencing factors of government environmental information disclosure.This article selects the 2013-2016 "the pollution index of regulatory information disclosure" mentioned in the report of the city as the research sample,ability of the government,the enterprises pressure,citizen consciousness,environmental characteristics of the research on the influence of government environmental information public,relevant data through EXCEL software,and using STATA software to carry on the panel data of correlation analysis,regression analysis,etc.The empirical results find that the intensity of environmental regulation,the condition of the second industry,foreign investment level,per capita income level,the degree of environmental pollution,environmental emergency number was associated with a significant degree of local government environmental information public,the government scale,the number of scale enterprise,level of education and the degree of informationization variable failed to pass the test of significance.Finally,according to the results of empirical research,the paper puts forward corresponding policy Suggestions,explores the main factors and the direction of local government's environmental information disclosure,and provides some reference for future practice and theoretical research.
