Under the background of the increasingly perfect emergency management mechanism in China, information comprehensibility is a research topic attracting more and more attention in the field of emergency information management. At present, the types and frequency of emergencies show the characteristics of diversification and high degree. In the face of various emergencies, people's demand for emergency information is far more than usual. However, due to the low threshold of emergency information release, unclear information expression, incomplete content, limited form of expression and other factors in the process of emergency information release and dissemination, the public can not really understand the emergency information, and the interaction between the public and emergency information can not be carried out smoothly, resulting in inadequate emergency handling. Therefore, from the perspective of the public. It is particularly important to study the factors that affect the comprehensibility of emergency information. This paper mainly follows the research idea of "putting forward questions, combing theory, research design, analysis results and putting forward strategies".Based on the research background of emergency events in recent years, this paper systematically expounds the current situation of relevant fields at home and abroad as well as the theories related to emergency information, and probes into the influencing factors affecting the comprehensibility of emergency information from the perspective of information comprehensibility. In the research design, firstly, qualitative interviews are conducted based on the interview outline, and the public's cognition, demand and comprehensible factors that affect the emergency information are interviewed. Then, according to the conclusion of qualitative interview and theoretical basis, the research hypotheses are put forward. In the questionnaire design,Likert scale is used to explore the factors that affect the comprehensibility of emergency information from four dimensions: emergency information structure, emergency information content, emergency information manifestation and emergency information receiver. The pre survey is conducted by means of online survey. After the pre survey, the final questionnaire is put in after the questionnaire is improved again. The reliability and validity analysis, descriptive statistical analysis, correlation analysis and regression analysis are carried out for the final questionnaire results,so as to verify the factors that affect the comprehensible emergency information. Finally, the strategy of optimizing the emergency information release is put forward according to the analysis results It is expected to improve the public's understanding of emergency information,so as to promote the sound and sustainable development of emergency information dissemination. With the increasing demand for information from the public and the acceleration of the pace of building an information-based society and a learning society, information intelligibility has gradually attracted people's attention. The innovation of this paper is that this research focuses on how to make the public understand emergency information in the process of emergency information dissemination from the perspective of information intelligibility.Based on the previous theoretical research, this study explored and verified the influencing factors of comprehensible emergency information. It can provide reference ideas for emergency information release strategies and provide a new perspective for the government to release emergency information.
