Study Of The Rural Community Construction In The Process Of New Rural Construction

At present,China has entered the crucial stage of the new rural construction and integration of urban and rural construction.In order to better promote the construction of New Socialist Countryside,the state has proposed the important strategy of building the rural communitiesand a series of preferential policies.The rural community is an important vehicle of new rural construction,and a platform implementing agricultural policieson farmers.However,there is a big gap between urban and rural communities,rural communities of developed regions and less-developed regions owing to the imbalance of regional development and the division of urban and rural areas,the rural community construction in less-developed regions is obviously lagging behind the city's.Rural community construction and development is very slow,which can'tsatisfy rural residents in terms of demand for public service.This thesis puts forward some ideas and strategies on the construction of rural community especially in less-developed regions,taking the construction of new socialist countryside as the background and the construction of rural community as the research object.Based on the study of related concepts and theories,the present situation of the rural community construction is described as follows:government work,achievements and experience of construction in some areas of China.With the help of relevant statistical data,the paper compares and analyzes the basic situation of rural communities in developed regions and less-developed regions.Based on that,the problems existing in the construction of rural community are explained:lack of awareness of rural communities,improper community planning and mismanagement,the basic condition of the rural community is insufficient,lack of sufficient supporting funds to support,imperfect community governance system,and so on,then analyzes the causes of the problem.Since the country began to constructing rural community,there is not a fixed mode for rural community construction,the country encourages and supports the locals to explore and innovate the construction model,In practice,although different attempts have been carried out in different rural areas,rural communities in different regions of China show different characteristics because of the differences in local conditions and cultural customs.Especially between the rural communities in developed regions and rural communities in less-developed regions,there is a big difference,and there is not common experience of reference about the pattern and content of rural community construction,especially the research object of this thesis is mainly villages of less developed regions,whose rural community construction starts late in a lower level,no experience can be used to build rural community.Therefore,this thesis puts forward the ideas and basic framework of how to construct the rural community from the basic content of the construction based on the situation of such kind of areas,and specific measures are provided to promote the rural community construction including:strengthening propaganda to enhancing public understanding of rural community construction,making scientific rural community construction plan,improve the autonomy of the subject of construction,Integrating resources to improve the rural infrastructure,expanding channels to increase the financial support for the construction of rural communities,improve the internal governance structure of the rural community,providing a reliable system for rural communities by improving laws and regulations and so on,in order to provide some guidance for those rural communitiesin a similar situation.The innovation of this thesis is that the research object is scattered village in the pure agricultural area,where there is a long distance between villages.Through on-the-spot investigation and the basic research and analysis on acquiring materials,the paper puts forward the content of community construction,which has a certain reference and guidance value to the rural community,which is in a similar situation.
