China is a large agricultural country,the development of rural areas has been related to the national economy and the people's livelihood.With the continuous progress of the development of economic globalization and China of reform and opening up,the traditional system of government can not meet the needs of the current economic and social development,the construction of service-oriented government is not only the construction of a harmonious society China irresistible trend,is the inevitable direction of the long-term development of Chinese.As a grass-roots government,the township government has become the foothold of the construction of service-oriented government in China,which determines the success or failure of the construction of service oriented government in china.It plays an irreplaceable role in solving the problems of agriculture,countryside and farmers,and promotes the process of building a well-off society in an all-round way.It is very important to deepen the comprehensive reform to solve the problems of agriculture,countryside and farmers in the rural economic and social problems.At present,the function system of "all powerful government" has become an important factor for the township government to adapt to the development of the times.Therefore,China should accelerate the construction of socialist harmonious society,a better balance,in order to promote the new rural construction,more and more areas in order to promote the development of social undertakings,set up a service management system to adapt to economic and social development in rural areas,speed up the pace of upgrading the function of township government.Based on the management theory,using literature analysis,field survey,case study and interview,on the basis of previous research,in this paper,the concept of township government functions as the background,analysis of location of urban service oriented government.In Jiangsu Xinghua Zhu Hong town government as an example,introduces its basic situation and list the status quo of its government functions.Analysis of the existing problems,and analyzes its reason,and finally put forward the countermeasures to promote the township government functions to upgrade.
