Research For Problems And Solutions To Administrative Examination And Approval Process Of Construction Project In Xi'an

Construction project administrative approval means that the construction administrative department dealing withcertain project in accordance with the relevant national laws and regulations.It is the government main method to monitor the construction project,to ensure construction market healthy operation and steady development of construction industry.The construction administrative department has the right to conduct examination and approval of the project,and provide public service,it also determines the important role of the administrative examination and approval in the process of building servicegovernment.Based on a large amount of studies on relevant literature and experience summary in developed areas,this paper selects the administrative examination and approval of construction projects in Xi'an as the subject,which is based on public optional theory and new public management theory.However,the shortcomings in the approval process are mainly manifested in unclear competence of functional departments,uncoordinated links and inconsistent standards.Furthermore,the main causes of inadequate division of administrative functions and authority are irrational,outdated approval concept,unsound supervision and management system,unfit internet approval system,and so on.Under the background of accelerating the construction of a service-oriented government and implementing the administrative efficiency reform in our country,many departments still have the idea of retrial approval and light supervision.Moreover,there is still a situation in which unnecessary preconditions are added to the examination and approval for the sake of self-interest of departments.Based on the actual examination and approval in the local region,this paper summarizes the development experience in the reform of administrative examination and approval in more developed countries,regions and other advanced provinces in our country by referring to the literature and on-the-spot investigation.Meanwhile,in order to solve the problems existing in the administrative approval process of the construction project in Xi'an as the reference,and on the basis of the government's own reform as the starting point and the market-oriented approach,this paper puts forward measures to improve the government's position and optimize the division of functions and establish an efficient administrative examination and approval process on the basis of modern technological means.Also,the paper proposes the administrative approval of the construction project in Xi'an legalization of the process,standardization and improvement of the supervisory system,measures for the market to decide on the allocation of resources,the main guarantee from government responsible for the normal operation of the market and the approval process to meet the needs of the market.Allround proposals for the optimization of the administrative approval process of construction projects in Xi'an have been formulated in line with the actual conditions of the localities,which lays a solid theoretical and practical foundation for the reform of administrative examination and approval.
