Study On Optimization Of Administrative Examination And Approval Process In G District Of Suzhou

In the simplification of government,"management and service",deepening the administrative system reform,the administrative approval system reform is indispensable and a very critical part,playing a crucial role in the transformation of government functions and optimization of the business environment.At this stage,China’s economy has entered a new period of development,which only focuses on the speed of development,but now pays more attention to the quality of development while focusing on the speed of development,and changes from high-speed growth to high-quality development,which gives a new and higher requirement to the administrative approval management mode.In the new era,how to innovate the administrative approval work methods,improve social public services,optimize the business environment,and further deepen the reform and innovation of the administrative approval system is particularly important to promote high-quality socio-economic development and build a people-satisfied service-oriented government.In this context,administrative approval process optimization has become an important initiative to transform government functions,accelerate the construction of service-oriented government,optimize the business environment,and improve the efficiency and quality of government service management.The main research contents of this paper are as follows: First,we briefly introduce the background and significance of this study,sort out the literature on administrative approval process optimization at home and abroad,introduce the main research contents of this paper,and introduce the research ideas and methods.Second,the core concepts of administrative approval,process optimization and government process reengineering are explained,and the new public service theory and government process reengineering theory adopted in the study are further introduced to lay a solid theoretical foundation for the later analysis.Third,the analysis of the current situation of administrative approval process in Suzhou G.It introduces the basic situation of Suzhou G,its development history and the effectiveness of the administrative approval system reform,and elaborates the current situation of administrative approval process in Suzhou G from four aspects: approval subject,approval procedure,approval service,and approval supervision.Fourthly,the problems and causes analysis of administrative approval process in Suzhou G.Combining the status quo analysis and actual situation in the previous paper,the problems of administrative approval process in Suzhou G are further discussed,and at the same time,the main factors leading to the occurrence of the above problems are analyzed and found.Fifth,summarize the experience and inspiration of domestic and foreign administrative approval process optimization,and draw on the experience of domestic and foreign administrative approval process optimization in Australia,New Zealand,Shanghai,Zhejiang,etc.Sixth is the countermeasures to optimize the administrative approval process in Suzhou G.Combined with the problem analysis in the previous paper,countermeasures are proposed from four aspects.Seventh is the conclusion and outlook,summarizing the full research and looking forward to the future development trend.This paper finds that: firstly,there are mainly problems in the optimization of administrative approval process in Suzhou G area,such as inappropriate work connection of approval departments,poor streamlining of approval matters,imperfect approval information system,and poor service quality of intermediary service agencies;secondly,the main reasons for these problems are the inappropriate transformation of government functions,the restriction of local administrative approval system reform by the higher law,the established interest pattern becoming a bottleneck and obstacle to reform Third,in order to solve the above problems,this paper proposes countermeasures for the optimization of administrative approval process in Suzhou G district from four aspects: constructing a coordinated and efficient overall organization,promoting the standardization of integrated services in approval centers,strengthening the construction of administrative approval informatization and promoting the standardization of intermediary services.
