Research On Regional Party Building

With the deepening of reform and opening up,China's economy and society have undergone profound changes,the party organization to undertake the task is increasing,grass-roots governance system needs to be improved.A large number of new economic organizations and new social organizations appear,grass-roots party building work also will face many new situations and new problems.Regional party building is in the basis of the unit party building and community party building,It's a new party building model by summing up experience and relying on practice.As a new product in trial sub stage,Regional party building shows a high degree of fit with the current increasingly differentiated social structure and keeps cooperation and integration with the goal of promoting the modernization of national governance system and governance capacity.After years of development,regional party building has made great achievements across the country practically.Shanghai is not only the first area to conduct the regional party building,but also formed a unique regional party building model.The object of this study is Shanghai M District,which is in urban and rural areas,the regional party building work here try to break through.in recent years.The regional party building work in M District started in 2008,it has begun to take shape after nearly a decade of development,formed a three-level organizational structure consisting mainly of "General + Special Committee + Street Town Branch"and promoted the concrete implementation of regional party building work from platform construction,team building and project development.By talking with the workers of regional party buildinga and participating in the activities,On the one hand,it is found that the regional party building of M district has achieved some achievements in enriching the management resources,keeping close the relationship between the party and the masses,and expanding the governance subject.On the other hand,there are problems that the team's ability is weakened,the project is obstructed,and the participation of members is low.Through in-depth interviews with the workers of regional party building and in-depth study of literature.It is found that the problems in the party building work of the regionalization of the M district are mainly the administrative dilemma of the traditional party building,the lack of trust in the member organization,the solidification of the grassroots governance,the weak public spirit and so on.From the concept of change,improve the system,expand the main body,innovative carrier and other aspects of the proposed regional party building work to further suggestions,which to promote the orderly development of the regional party building work in the M district and to provide reference for the regional party building work in other regions of the country.
