Research On Km Intelligent Community With PPP Model

It is an inevitable trend that the transformation from traditional city to smart city,and as the basis of the smart city construction,the importance of intelligent community construction is self-evident.The public and the government have a greater demand for intelligent community construction,and there are many cities have launched intelligent community construction.The intelligent community construction can't be separated from the local government's financial support.Since 2014,the central government and the ministries have made strict supervision and restriction on the local government financing mode.The PPP model has become an important financing means for the local government in the new period.Based on this,this thesis adopts the methods of literature research,analogy analysis and VFM value evaluation method,and discusses the theory and application of PPP model in the intelligent community construction of KM city.This thesis mainly contains six chapters:the first chapter mainly introduces the research background,significance,contents and methods;the second chapter is the definition and the literature review,mainly introduces the concept and characteristics of the intelligence community and PPP,related research are reviewed;the third chapter is the applicability analysis of PPP in intelligent community construction,which introduces the innovation and limitations,advantages and disadvantages of PPP,and the feasibility analysis and main risk prevention mechanism;the fourth chapter is the background and feasibility analysis of KM intelligent community construction with PPP,which describes the present situation,problems and demands of the intelligent community building in KM;the fifth chapter is the design and construction of the proposed KM PPP intelligence community plan,implementation experience according to the KM intelligence community status and other domestic PPP project,the author of this project designed a preliminary scheme using PPP,and provided some suggestions in the implementation of the scheme;the sixth chapter is conclusion and prospect,this chapter summarizes the practical significance and innovation of this study.The innovation of this thesis is:the application of PPP in intelligent community construction is still in its beginning stage,there is not a set of complete system to provide guidance.In this thesis,it is the first time to study the feasibility and application scheme of PPP model in intelligent community construction in the form of case study.This thesis enrich the related theories of PPP and intelligent community,and provides a theoretical reference for KM city and other cities in intelligent community construction.
