Research On The Mongolian Population Aging And Pension Security

This paper based on field investigation of rural area in Kezuohouqi,take Huadeng Gacha,to study the mongolian population aging and pension security by obtaining first-hand information in this region.Professor A.Radcliffe.Brown,Dr Wu wen zao and Dr Raymond1,they agreed that the village which is to be selected as a unit is the best in the initial stages of this research.The village is a community,recognized as a social unit,and it is the group that is composed of various forms of social activities.Thus,in order to make a more detailed study on the situation of the mongolian population aging and pension security,this paper chose a small social unit,take Huadeng Gacha,to go on this investigation.This paper consists of three parts.In the first part,analyze the population aging and the elderly living situation of the mongolian region.It is a brief introduction on population aging situations,characters and status quo of senior citizens life,it also analyzes the forming reason of population aging,which causes several issues both social and economic.At present,whether it is the aging speed or the scale,most of rural areas have exceeded cities,especially the area where the mongolian settled whose aging problem is more serious.The investigated area has similar characteristics of large scale and fast speed which are similar to the china's aged society.There are also some regional disparity whose characters are low fertility,aging population and rural hollowing coexisted.With the development of economic growth,the improvement of living conditions,the changes of people's ideas,the fertility rate declines year by year,and lifespans lengthen,which led to this phenomenon;coupled with the migrate of the young labor force to the urban area in a large scale in the investigated area,there are only seniors and juveniles left in the area,which makes the aging problem become more serious,if can not be handled properly,it will have a great impact on society and economy of the area.Therefore,the rural economy should be developed,the system of elderly care service should be optimized and the undertakings for women should be supported to cope with the aging problem.The second part,there is an analysis for the status quo and problems of the pension security in the mongolian area.First of all,it briefly expounds the present situation of the pension security. Pension security of this area is based on the mode of the family and the social pension. As well as the deepening of population aging,the proportion of the elderly population continues to rise in the total population.This phenomenon brings the burthen to the rural family in the mongolian area and the structure of the family changes too.Secondly,this is the analysis of the problems in this area.At present,the new rural social pension insurance model is implemented there,but there are still a lot of problems in this model owing to the implementation is in a short space of time.So on the basis of consolidating and perfecting of this model,we should bring forth new ideas and find new model according to local conditions.The third part,proposes some corresponding countermeasures and suggestions of population aging and the pension security.Except the deep-going researching for this problem.We have found the reasons and the problems.Finally,we raise the countermeasures and suggestions accord with the mongolian area.
