In the current era of rapid economic development, employees increasingly become the backbone of enterprise production and operation and management activities ? It is directly related to the probability of achieving and sustaining development of the enterprise's strategic objectives. How to effectively stimulate the enthusiasm and creativity of employees,continuously improve their comprehensive quality and work efficiency,is the key factor of whether the enterprise can have the core competence?Performance is an important form of organization's mission, core values, vision and strategy, is also the key factor to determine the success or failure of competition and sustainable development. How to use scientific theory, tools and methods to conduct performance evaluation, continuously improve the performance level, so as to achieve the strategic objectives of the organization, is the current hot topic of business management.Human resource plays an important role in the enterprise management, and the performance evaluation is the core of human resource management. Through the performance evaluation is not only able to accurately know the actual work of the staff of the unit, but also as an important basis for staff rewards and punishments, and wage adjustment. Based on the business development strategy and business objectives, it is very important to establish a set of scientific performance evaluation index system, which is used to evaluate staff and to make reasonable use of the results.This will not only give full play to the initiative of employees, but also improve the efficiency of the staff, and stable development of the staff, so that enterprises in the fierce market competition to occupy the advantage of human resources. Therefore,the importance of performance evaluation is becoming more and more important.In this paper the full investigation in the presence of HX, the running status of the notary office staff performance evaluation system problems, using the theory of performance evaluation in business management research, empirical analysis and theoretical analysis method of combining qualitative analysis and quantitative analysis, a detailed demonstration of the improvement of the employee performance appraisaland, for different departments and ranks of the staff to formulate the evaluation scheme of different. Optimization design of a quasi HXA Notary Office of scientific and reasonable performance evaluation index system, so as to achieve a comprehensive and scientific evaluation on staff, comprehensive, objective and systematic, and improve its human resource performance evaluation system and human resources management system.This paper is divided into five parts: the first part is the introduction. Mainly discusses the research background and significance, the main content and methods,research ideas and basic framework, the meaning and methods of performance evaluation. The second part is about the current situation and existing problems of the performance evaluation of HX notary office. HX introduced the basic situation of the notary office of current performance evaluation system, and then conducted a questionnaire survey on the current situation of performance assessment of the price,and through the analysis of survey results, find out the existing problems, and a simple analysis of the reason. The third part is to optimize the performance evaluation system of HX notary office staff. Combined with the staff's job responsibilities and the nature of the work, the first to establish the optimization design of the performance evaluation system of the principles, ideas and objectives. Then based on the performance evaluation subject, evaluation index and evaluation method,optimize the design cycle, and increase the performance feedback, to expand the scope of the use of performance appraisal results. The fourth part is about the HX notary office staff performance evaluation system to optimize the design of the implementation of supporting measures and other supporting measures. Combined with the actual situation and the analysis of the survey results, the corresponding supporting measures for the smooth implementation of the HX notary office staff performance evaluation optimization design. The fifth part is the conclusion of the thesis.
