At present, China is advancing the reform of the governmental administration.According to such background,it is a important and meaningful object that how to improve the work efficiency of government body. In this process, the appraisal to civil servant must become more and more crucial. This is because the performance evaluation of government body is of great significance to strengthen the construction of government departments' efficiency and performance management, to strengthen the ability of scientific governance, and democratic governance, to establish a scientific, comprehensive and correct view of achievements. And also it's conducive to further strengthen the ability of government's own building and to create a efficient and uncorrupted government. So, it is of great value to explore the performance evaluation of government administrative organs. On the basis of this situation, the article will take my working department, the Legislation Affairs Office of ZH city, as an example, to discuss the circumstances of its performance Evaluation and find its existing problems. Then, according to these problems, the article will establish applicable performance evaluation system and come up with scientific solutions depend on reasonable principle to resolve these problems.The Legislation Affairs Office of ZH city is responsible for the city's legal work which is under the jurisdiction of ZH municipal government. It acts an important role in advancing the city's administration according to law and building the government under the rule of law. It has 10 internal departments including the General Office and the Administrative Department, with a staff of 61. There are many problems in the current performance evaluation system of the Legislation Affairs Office of ZH city, which needs to be improved. So, it is very necessary to establish a reasonable comprehensive evaluation index for the actual situation on the basis of analyzing the existing theory and practice of performance evaluation both at home and abroad. But it must take the staff of Legislation Affairs Office of ZH city as the research object and combine with its actual situation. In return,the newPerformance evaluation system will improve the department's human resources management standard. so that its staff can be evaluated more and more scientific and reasonable in the future.The article contains four sections in structure.The first section is introduction. It mainly discuss the research background and significance of this paper, the connotation, significance and methods of performance evaluation the domestic and international research trends of performance evaluation.And also,it has introduced the innovation of this thesis.The second part is the analysis about operational performance evaluation of the Legislation Affairs Office of ZH city. First of all, it introduces the basic situation of Legislation Affairs Office of ZH city, and then, through the questionnaire survey of the status of staff performance evaluation, the conclusion of ZH municipal government performance evaluation is obtained.The third part is the construction of the performance evaluation index system of the staff of the Legislative Affairs Office of ZH Municipal Government. Through the analysis of the performance evaluation theory and the introduction of the evaluation methods, the construction principles, the index system and the evaluation methods of the performance evaluation index system are established according to the present situation of the staff of ZH Municipal Government.The fourth part is the supporting measures for the performance appraisal of the staff of the Legislative Affairs Office of ZH Municipal Government. Combined with the actual situation and the questionnaire analysis, come up with the supporting measures to improve the standard of performance appraisal of the Legislative Affairs Office of ZH Municipal Government.The results of this paper have a positive significance to promote the scientific and standardized performance evaluation system of ZH Municipal Government. But the performance evaluation system has been constantly improved, is a need to conquer the subject of later. This article is limited by the author's academic power,certainly there are many shortcomings, hope the older colleagues criticized the correction.
