With the deepening of the reform,China's economy,society and culture are developing in an all-round and leap-forward way.Therefore,more complicated work duties and tasks have fell on the district-level administrative organizations,putting forward higher quality and ability requirements for the administrative personnel.Under such background,the number of civil servants strictly in line with the standard of registered population is far from meeting the objective needs of administrative services,and a large number of off-staff strengths are employed.Taking Gaochun District of Nanjing City as an example,the off-staff employees of government departments and public institutions has rose from about 4,900 people in 2001 to over 27,110 people by the end of December 2017,undertaking almost all administrative services such as law enforcement assistance,government administration,window service,information collection,logistics and property,and investment promotion,etc.It can be seen that the off-staff employment in government departments and institutions has become a common phenomenon,and the number of off-staff employees has been on the rise year by year.As an effective supplementary form of in-staff employment,off-staff employment will coexist with the in-staff employment for a long time.This paper takes the management of the off-staff employees in the district-level organizations as the research subject,and selects the management of the off-staff employees in Gaochun District as the research example,which has certain typicality and representativeness.Based on the knowledge of public management and other disciplines,as well as the theories of human resources management and government performance management,the paper makes in-depth discussion and research on the problems of the off-staff employment in district-level organizations by using the methods of literature research,case analysis and questionnaire survey.It is found that though off-staff employment effectively fill in the lack of administrative power,it still has some problems,such as unmatched personnel and position,high staff mobility,high employment risk,and low work enthusiasm etc.In virtue of the human resource management theory and the analysis of the five modules of human resource management,namely recruitment,salary,training,assessment and development,the causes of the problems are analyzed,including irregular recruitment links,low and simple-structured salary and welfare,lack of supporting education and training,lack of performance assessment mechanism and insufficient development space.Then,the countermeasures are put forward;forming a standardized recruitment system,improving the salary and welfare system,promoting education and training,strengthening the performance assessment mechanism,providing promotion and development space,and propelling digestion and cleaning.
