The construction of a cadre team is the first element in the smooth operation of a government authority.As the baton of cadre development,the assessment mechanism plays a very important role in motivating and guiding the whole team.In most cases,the assessment criteria can fundamentally determine the direction of cadres and the view of achievements,while the direction of cadres determines the direction of the masses.Therefore,it is of great significance to establish and perfect a complete system of cadre assessment,which is of great significance to strengthen the administration of cadres and promote the economic development of the government.China is still in the primary stage of economic development at present,there are still many in the modern metropolis economic development is relatively slow township-level administrative unit,and occupy the most share of China's administrative units.Therefore,how to establish and perfect the complete examination system of cadres of the department directly affects the whole development trend of China's economy.As an example,cangshan district,this article through to city to study of evaluation of middle-level officials,analyzing current situation,using literature analysis,questionnaire investigation,system analysis,analytic hierarchy process(ahp)method is pointed out that needs to improve the examination system to exist,the assessment methods is not enough scientific quality is uneven,evaluation subject,evaluation standard is relatively abstract and general,the assessment results using such problems as not enough scientific.In view of the problems were analyzed,and find out will produce the specific reasons for such problems,including the assessment work too closed,the inspection method for appraisal main body is relatively lag,lack of system training,lack of reasonable evaluation standard,and the result of the lack of specification using mechanism,etc.By constructing the model,we optimize the evaluation system of the cadres in the area.And then put forward countermeasures to improve and perfect the evaluation of middle-level officials,improve the assessment mechanism of the cadres in the cangshan district,improve and innovate the methods of assessment of cadres in the cangshan district,improve the standardization and motivation of the examination subjects of the kea cadres in the cangshan district,establish scientific cadre evaluation standard of the cangshan district,feedback and application of the assessment results of the kura cadres.
