Research On The Development Of Public Welfare Organizations In Universities

Philanthropy, as an important complement in case of government and market failures, called philanthropy in English, especially means those social organizations committed to a variety of public benefit activities and engaged in providing services to an unspecified number of beneficiaries. In China, the University is the most viable one among a variety of philanthropies, which (including the association), in recent years, develops rapidly with the rise of public benefit activities, and which, because of its positive effect on moral education to university students and its increasing contribution in addressing education, poverty, environmental protection and other social problems, has gradually gained recognition from all sectors, including the universities, and has also received attention and support from the government and relevant departments thereof. The author, as the initiator and participant of the philanthropic team of "Support to the Yunnan Province by Multiple Forces", has always been concerning about and thinking about the sustainable development of the philanthropic team of "Support to the Yunnan Province by Multiple Forces".This Paper, by taking the philanthropic team of "Support to the Yunnan Province by Multiple Forces" as an example, focuses on the research on development of university philanthropies (associations) by virtue of theoretical knowledge of the author gained during the MPA on-job learning. This Paper is to propose specific reformations on promoting development of university philanthropies, seek for a replicable mode for sustainable development thereof; and moreover, find a way to, by taking the university philanthropy (association) as a carrier, cultivate and deliver citizens of public service awareness, and gradually achieve public benefit for the whole society.This Paper, by taking Marx's social theory concerning people, ideological and political education methodology, legal organization management theory, Maslow motivation theory etc. as the theoretical basis, and by combining literature analysis, comparison analysis and case studies, makes a research on the development status of philanthropies (associations). The author has consulted more than 60 articles (books) concerning specialized monographs, prior thesis and opinions of net users for literature analysis; has made specific comparisons on development status of the philanthropic team of "Support to the Yunnan Province by Multiple Forces" at partial universities by learning development experience from university philanthropies (associations) at the United States and Hong Kong; has conducted case analysis against the philanthropic team of "Support to the Yunnan Province by Multiple Forces" through interviews, access to trace information, and reading WeChat Official Accounts; and on this basis, has summarized and analyzed the development status of philanthropies (associations) and problems discovered.Countermeasures and theoretical results derived from this Paper can help promote the development of the philanthropic team of "Support to the Yunnan Province by Multiple Forces", proving to be a replicable mode for sustainable development thereof; and find a way to cultivate and deliver citizens of public service awareness and to gradually achieve public benefit for the whole society by taking the university philanthropy (association) as a carrier.
