With a new round of civil servants wage adjustment, the salaries of civil servants this complex and sensitive topic cause social attention again. As an important part of civil servants, the grass-roots civil servants at the bottom for a long time, heavy responsibility and the work is tedious, wage is the main source of life and quality of life. Therefore, the grass-roots civil servants to pay more attention to fairness problem.Based on the latest civil servants wage adjustment files,this research took the civil service wage from SZ town government (Fuqing City, Fujian Province) as a data analysis sample to analyse the wage fairness matter of the grass-roots civil servants by the methods of literature research,data analysis and comparative analysis, has great theoretical and practical significance. With the data from Fuqing Finance Bureau and also visited the SZ town government to interview several grass-roots civil servants to get the more accurate information.Through the analysis of the information of sample data and interview, SZ town government wage fairness problems exist in the internal and external fairness and analyzed the causes of these problems, Summarized as the historical origin, cognitive causes and institutional factors.On this basis, learn from the experience of developed countries and regions in promoting civil servant wage fairness experience, put forward the civil servants pay separate legislation, scientific and standardized design of the wage system for civil servants at the grass-roots level, setting up reasonable position and rank than wages, the implementation of the "decent" area of the grass-roots civil servants subsidy system, improve civil servants at the grass-roots civil servants performance wage adjustment mechanism, improve the performance appraisal system, improve supervision mechanism of wages.
