Civil servants are the concrete manifestation of human resources in the public sector.According to the powers entrusted by the people of the country,they safeguard the relevant obligations stipulated by the national law and provide public services and other important functions.Wages are the monetary expression of the value created by civil servants.Its level and fairness are not only related to the initiative and initiative of civil servants' entrepreneurship ability,but also to the efficiency and quality of the whole public administration department.Therefore,all countries in the world attach great importance to the salary management and system construction of civil servants.Since the founding of the People's Republic of China,China's civil servant wage system has undergone six periods of development and four major reforms,and has initially established a relatively perfect wage system suited to China's national conditions.However,there are still many problems in comparison with the comparatively perfect civil servant wage system in other countries,especially in China.There are still many deficiencies in the fairness construction of the wage system,such as lack of internal fairness,lack of external competitiveness,large regional differences and uneven distribution of industries.The article consists of six chapters: the first chapter is the introduction,which mainly explains the era and social background of the research,expounds the process of topic selection and the research status at home and abroad,and clarifies the significance of topic selection;the second chapter focuses on the related concepts and theories to provide the theoretical basis for the article discussion;the third chapter introduces the current wages in China.The historical process,achievements and main fairness problems of the system reform;Chapter IV introduces the current situation,problems and causes of the reform of the civil servant wage system in W municipal government organs from the perspective of fairness;Chapter V introduces the research results and experiences of typical developed countries in maintaining the fairness of the wage system.Chapter 6 puts forward some suggestions on the reform of civil servant wage system.
