Shantytowns is the historical product of the social and economic development and urbanization process in China.Starting in 2008,the country has carried out a large-scale shantytowns.Shantytowns are a major livelihood projects and development projects launched by the state to transform the old housing,improve the housing problems of low-income families.Songyuan City,Jilin Province,as a typical oil resources city,is the key and difficult area of urban shantytowns,and urgent need to improve the livelihood of the people.Beginning in 2006,the Songyuan municipal government to vigorously promote the transformation of urban shantytowns,as of the beginning of 2015,a total of 2400000 square meters of urban shantytowns.Although achieved some results,but also exposed some problems.Such as housing levy,resettlement housing construction,infrastructure facilities,etc..These problems,mostly due to the transformation of the early stage of the renovation of the housing market operation,the local government failed to take the main responsibility to effectively protect low-income groups live in a home.When the role of local government failure,the transformation of urban shantytowns is difficult to be known as a popular project,it is difficult to achieve the goal of sharing reform dividends.This paper uses the theory of governance theory,public interest theory,public choice theory and so on,the implementation of the transformation of the Songyuan city of the implementation of the questionnaire survey,field survey and comparative analysis.This paper discusses the policies,patterns,links and the effects of the reform of the towns in Songyuan.Comparative analysis of the government completely dominant mode and the real estate development enterprise completely dominant mode,The local government in the city of urban planning,policy formulation,housing levy relocation,resettlement compensation,land transfer and other aspects of the different functions,And put forward some countermeasures and suggestions.Hope to provide reference for the transformation of resource based cities.
