Affordable housing system is what the social security system extends into the housing area. The affordable housing system with shanty town reconstruction as the main part, as the civil project to help resolve the housing problem of urban low-income families in our country, is not only the main part of national social policies and social security systems, but the necessary supplement of market-oriented housing distribution mechanism. To afford everybody to live well has become the priority of improving well-being issues from the 17th CPC National Congress. Two centenary goals are the aim of the 18th CPC National Congress report, which point out that it is the inevitable choice of promoting harmonious society building to build housing systems combining market orientation and governmental guarantee. It is included in building a moderately well-off society in all aspects and realize the Chinese dream to carry out and promote shanty town reconstruction, help the urban low-income residents live well and share the economic reform with more people.As the big central province in China, Anhui has gradually built up the whole housing security system of economically affordable housing, low-rent housing and shanty town reconstruction, etc, which has played an important role in solving the housing problem of low-income residents, improving the living condition of low-income families and promote living quality. But due to the fact that most of the shanty town reconstructing areas are badly equipped and hard to reconstruct, and the low-income residents strongly demand improving living condition with good-quality housing, there come up some inharmonious problems in reconstructing the shanty towns, which is contrary to the original purpose of shanty town reconstruction and obstructs the promoting of shanty town reconstruction. In this circumstance, the field research of shanty town reconstruction in Anhui is rather important. Located in the middle of Anhui with rapid economic development, F is the key city to carry out shanty town reconstruction and the epitome of the shanty town reconstruction in Anhui. Therefore, the research of the resident housing security in shanty town reconstruction in F has important significance in theory and practice, which is not only feasible but necessary to research the shanty town reconstruction in Anhui and other central areas in China.First of all, in this paper, the integrated use of literature research, social investigation and comparative research methods, through field investigation and related information search for F city shantytowns transformation process and the current policy environment has carried on the examination, found that the current F city PengGai work overall policy environment is relatively good, basic completion of annual volume growth trend in a fluctuant way transformation, the transformation from a centralized area to the concentrated areaConsidering the reality of F, the thesis studies and analyses the major problems and therefore the reasons during the reconstruction of the shanty towns with the guiding of the theories of social security and community building, by reviewing and introducing the theory of urban shanty towns and relative theories and practice. The study shows that it is the housing quality, lacking supporting facilities and service, long cycle of shanty town reconstruction, and unfulfillment of relocation that obstruct the healthy and continuous development of shanty towns reconstruction in F.Moreover, the reasons to that is the insufficient financial fund, unfulfilled investment, the inefficiency of policy implementing subjects and the insufficiency of affordable housing.Finally, based on the introducing and analyzing of successful affordable housing systems for low-income residents in developed countries, developing countries and domestic cities, considering the reality of the shanty town reconstruction in F, the thesis provides relative suggestions from four aspects of policy subjects, policy objects, policy resource and implementing methods, aiming to promote the research and developing of affordable housing system for the urban low-income residents in F and even the middle area of China.
