Under the background of population aging and the special population policy of our country,the proportion of the elderly population increases rapidly,the traditional family pension function weakens and the long-term care service demand of the elderly grows rapidly.With the development of economy and society,the service of the aged presents the trend of diversification,the institution of the aged is becoming the force which can not be neglected in the pattern of our country.In addition to their own needs,the choices and preferences of different pension services are subject to many practical conditions.Long-term care services for the elderly,related to the vital interests of each person to stay.Reasonable and effective integration of urban pension resources directly affect the city's reform and development.Taking Jinzhou New Districtas an example to study the long-term nursing service of the aged under the background of population aging.This paper selects the national pension institutions,private pension institutions and private small family pension institutions as the research objects.Through the structured interviews with the managers,carers and the elderly,the research on the long-term care services provided by the old-age care institutions was carried out,and the following six problems were found:First,the service provision process in the frequent disputes,lack of legal protection.Second,the lack of care services.Third,long-term care costs to pay the pressure.Fourth,the lack of third-party monitoring and evaluation agencies.Fifth,the lack of nursing staff,lack of professional standards.Sixth,the lack of support from informal caregivers.In view of the above-mentioned problems,this paper puts forward the following countermeasures through literature analysis,comparative research,access to relevant literature and reference to the experience of institutional care services at home and abroad:First,the provision of policies and regulations to support the implementation of long-term care subsidies.Second,the establishment of third-party monitoring and evaluation system.Third,multi-channel fund-raising.Fourth,enrich the content and level of care services.Fifth,nurturing care teams.Sixth,strengthen informal support personnel support.
