The Research Of The Long-term Care Problems Of The Elderly In Chongqing

The pension is the foundation of people's livelihood.It is closely related to the stability of a country.19th National Congress report "coping with an ageing population,build a pension,filial piety the old,respect policy system and social environment,promote the medical combination,accelerate the development of aging business and industry".Chongqing is an aging society in China.Its aging population is very serious and its aging characteristics are prominent.In 2016,the number of people aged 80 and above in Chongqing was 100.3856 million,accounting for 14.24 percent of the total population.In 2017,the number of people aged 65 and above in Chongqing was 406.54 million,accounting for 13.2 percent of the permanent population at the end of the year.It is predicted that in 2020 the number of people aged 60 and above in Chongqing will exceed 8 million,accounting for 24 percent.As we age,body function decline and the risk increases,the demand for pension and health care has increased dramatically,the traditional endowment resources and the separation of medical resources endowment patterns have been unable to meet the need of the elderly.At the same time,due to the implementation of the plan,the population flow,population increase of aging population,the 4-2-1 family pattern and empty nest family gradually weaken the traditional family endowment functions,the elderly pension problems are becoming prominent.Long-term care,a service between pension service and medical care,is the combination of pension and medical care service in order to meet the demand of old age under the new situation.Therefore,in the background of aging,to study the elderly long-term care is especially important.In order to further study of the elderly in long-term care problems in Chongqing,the paper to demand level theory,life cycle theory,public goods theory and the welfare pluralism theory as the foundation,explains the importance of developing of the elderly in long-term care system.By looking at statistical yearbook and questionnaire data,the paper objectively illustrates the demand of the elderly in long-term care in Chongqing,and through the relevant literature and field visits,from the policies and regulations,the hardware facilities,personnel training,etc,to understand the supply of the elderly in long-term care situation in Chongqing.Moreover,this article also analyzed the problems of long-term care in Chongqing and then try to found out the internal reasons,which includes four specific parts:the informal care of family could not meet the demands of the old,supply of institution and community service has lacking and dislocating,projects of formal care service haven't been built completely and the quality of service stays in a lower level.At the same time,the development of the long-term care system of cities such as the United States.Sweden,Japan and other developed countries as well as Beijing,Shanghai and Qingdao was introduced,and its successful experience was summarized.Aiming at the existing problem of the elderly in long-term care in Chongqing,in draw lessons from the successful experience of typical countries and regions at home and abroad,on the basis of the policy,perfect model and hierarchical management,diversified financing,team construction,improve the system of evaluation and supervision and put forward relevant countermeasures and suggestions,in order to promote the elderly long-term care orderly development in Chongqing.
