The transformation of mass organizations challenges their traditional administrative work.It requires mass organizations like women's federation changing their working principles and creating new working methods.Social work project operation is a way of organization and management,it can be established and evaluated through complete system,so as to make full use of the resources.Combined with the traditional administration work mode of women's federation,the project operation mode of social work arouses the enthusiasm of the staff and widens the scope of social governance at the same time,which is beneficial to the development of social work in China.The number of research on women's participation in social management innovation service mode in China is relatively small,and this article mainly starts from the N city women's federation,taking the F project of N city as an example,summarizing the "family station" under the background of the transition of mass organization,analyzing its innovation and puts forward some suggestions for further research.Women' federation of N city provide social services for women and children in the city by constructing platform,using the "family station"of women's federation,combined with the project operating mode,inviting the social work supervision team to participate in the project to ennance the aegree of specialization.Tne establishment of supportive role of social organizations has coordinated the relationship among different bodies,leading to the integration of the power of the social organizations.2015-2016 F project consists of 10 public service programs and 13 women employment programs.Among them,the bodies to take on the public service program are social organizations,while the bodies to take on the program of women in employment are Street Office and community residents' committees of the cities.This paper focuses on 13 women's employment programs in the F project.Under the leadership of the women's federation,the F project has achieved good results through the "family station" program.In terms of the Party A,the "Family"program has promoted the transformation of the women's federation and enhanced the ability of the women's federation to manage the project.In terms of the Party B,the project operation mode has promoted the ability of the social organization and cultivated the leader of the community.As for those who accepts the services,this program has strengthened their understanding of social work.In terms of the development of social work.women's federations of the original work in combination with project operating system enrich the meaning of theory and practice of social work,and formed a "from practice to practice" two-way interaction,extending the meaning of community social work,improving the residents' identity and understanding of professional social work.However,there are some shortcomings in the institutional design and operational level.In top design,how to avoid the risks of continuous operation about social organization project director,how to make a balance between the community administrative work in the community and the work pressure which was brought by program operation.Besides,there are also questions about how to deal with those workers who are overwhelmed and their work enthusiasm is fading,there is not enough interaction between the social organization and the landing community,the way of the supervision is not completed.Based on the theory of project operation and the practice experience in developed areas of China,this paper makes the following suggestions:To undertake projects by independent social organizations;Examining the advantages and whether the social organizations ana the(?)anaing communities are fit;Exienca the way of supervision;we will learn from the experience of the women's federation of developed areas in China,and build the social support system of the women's federation,promoting flexibility management of women's federations.
