Facing the severe traffic congestion situation,road traffic congestion charges as an effective measure of traffic demand management has been highly concerned by the government and the public.However,though many domestic cities have put forward the idea of road congestion charges,the specific measures have not been introduced,one of the main reasons is that the public does not accept.As the congestion charging policy has not been implemented in our country,the public has many doubts and uncertainties.Therefore,in order to improve the public's willingness to accept congestion charges,it is necessary to know what the public is uncertain about the congestion charges.How do these uncertainties affect the public's acceptability?In order to answer the above-mentioned questions,this paper first designs four types of congestion charging scenarios according to the different dimensions of the three indexes of charging mode,charging price and congestion cost,and developing the public perception uncertainty scale by way of the literature research method,849 valid questionnaires were collected.Secondly,through the MNL model(Multinominal Logit Model)model to analyze the public individuals and travel characteristics under the four kinds of situations.Thirdly,the ICLV model(Integrated Choice and Latent Variable Model),which can be used to analyze the factors such as public perception of uncertainty latent variables and individual and travel characteristics,is constructed on the basis of scale measurement and reliability and validity test.Through the simultaneous estimation method,the results of the simultaneous parameter estimation of different latent variables and observable variables in the four kinds of charging scenarios are compared to analyze the influence of different variables on the public's willingness to accept and explain the explanatory power of the ICLV model and the traditional MNL model comparing.And further study the impact of individual characteristics on latent variables in-depth study of perceived uncertainty on the public acceptance of the impact.The results show that the perceived uncertainty about the effectiveness and the fairness of congestion charges have a significant impact on the acceptability,and the uncertainty of congestion fairness is more influential to the public's acceptability.The transparency of congestion charges is the biggest factor that affects the public's perceived uncertainty about the fairness of congestion charges.The public's perception of the effectiveness of congestion charges is mainly reflected in the fact that if congestion charging can alleviate congestion.Gender and age factors have a significant impact on t acceptability,and the impact of education is only significant at the low price level.Public transport travel groups are more inclined to accept the high price level of the charging situation,driving the group against the probability of congestion charges larger.Based on the results of empirical research,this paperput forwardsuggestions to reduce the public perception of congestion charges uncertainty and improve the public 's acceptability from the government level and the social level.It has important practical significance to using the congestion charging policy to solve the problem of traffic congestion.
