In our country,in the middle of 1980s,the community problems began to be valued.In the early 90s,the Ministry of civil affairs put forward the concept of community construction,and began to explore the theory and practice of community service work in China.After the reform and opening up 30 years of sustained development,has entered the 21st century,people to enjoy a better more perfect social welfare and security demand desire more and more intense,and how to provide high-quality public goods and services,how to improve the level of public management,and enhance the service function has become the important topic.Community as a certain life and social activities of the community,is a microcosm of society,the state and local community service work to pay attention to,only by.The central,provincial and municipal are community service related issues of policy adjustment and promote in such national reform background and Sichuan Province,Chengdu City,and county's practice exploration,improve the level of public service become the age concern for the problem.At present,China's theoretical study on community service system construction made great progress,and laid the theoretical foundation for the excellent,the accumulation of years of theoretical research and practical experience,the process,we further realize social management rules and scientific connotation.In this paper,combing of community services as well as government purchase research status,concept definition,and on the communities of practice description(Jincheng community government purchase service practice),compared with other public service provision model,combing the practice of the achievements and problems,put forward recommendations for improvement.We hope that this attempt of government purchase service system research,the urban community construction is to enhance the level and quality of public services,to meet the diverse needs of the residents,and offer some ideas and suggestions,in order to promote the practical application.
